Course Description
This course is a continuation of Administrative I. The concepts covered in Administrative Law I will be further explored to provide a deeper understanding of relevant theory and practice.
Intended Learning Outcomes
CILO-1: Compare the legislative competences of the Executive in Macao and recognize the role of substantive and procedural law in determining the legality of various activities of the administration.
CILO-2: Construct the administrative hierarchy to demonstrate the inherent relationships between particular entities and assess the scope and limitations of certain delegated powers.
CILO-3: Determine the primacy and exclusivity of law in conferring specific competences, functions and discretionary activities of the administration.
CILO-4: Describe diverse types, legal characteristics and the role of administrative regulations, administrative contracts and administrative acts.
CILO-5: Recognize and explain selective administrative procedures and outcomes of judicial review and describe the legal recognition of emerging e-governance models.
