Course Description
This course aims at studying the interrelations of law and public administration. It will help students understand the management of the public sector in a legal manner, and the ways applying legal concepts to examine administrative issues. Students will learn the major principles of law that, including constitutional law and administrative law, may influence the decision-making of public administrators. Major topics include: nature and basic concepts of law; constitutionalism and interpretation of law; basic rights, democracy, and the rule of law; policy-making and law; regulation and accountability; procedural justice and administration; administrative contract; administrative tribunals, and judicial review.
Intended Learning Outcomes
CILO-1: Identify the nature and various principles of law relating to public administration.
CILO-2: Apply independent legal reasoning and problem-solving skills to analyze administrative issues within the context of public administration.
CILO-3: Explain the legal foundations, constitutional establishments, and administrative contexts of the assigned public organizations in greater China.
CILO-4: Apply different legal concepts, precedents or legal viewpoints to examine administrative issues.
