Course Description
Contemporary governments have been increasingly impacted by the evolution of artificial intelligence (AI) in public administration and policy making. Within the theoretical framework of public administration and public policy, this course covers the introduction to AI, including machine learning, natural language processing, and data analytics, and examines their applications in and impacts to public governance. Students will analyze cases on AI-driven decision-making, AI’s ethical considerations, and the challenges of implementing AI in government systems. Students will gain insights into how AI can enhance transparency, efficiency, and citizen engagement in governance, preparing them to contribute to the future of public sector innovation.

CILO-1: Explain the major concepts and theories of public administration, public policy, and governance.
CILO-2: Explain the fundamental concepts and applications of Artificial Intelligence (AI), including machine-learning algorithms, large language models and natural language processing, and data-driven decision making.
CILO-3: Evaluate how artificial intelligence influences public administration and decision-making, considering its ethical implications and its impact on the balance of values, interests, and governance priorities.
CILO-4: Apply theories and analyze real-world cases to examine the implications of AI to current public policies and public affairs.
